In an assignment, when a user is given another attempt to resubmit, their completion status for that assignment should be reset (unticked).

Reproduction

• enable completion tracking in advanced features
• create course with completion tracking on
• create assignment with
  Attempts reopened - Manually
  Completion tracking - Show activity as complete when conditions are met
  Require grade - Student must submit to this activity to complete it
• Enrol student in course, submit assignment with that student
• Note completion status checkbox is now ticked
• As admin or teacher, view submissions, select submission and allow another attempt.
  PROPOSED: completion status should not be checked as student needs to resubmit
  ACTUAL: completion status is checked
