Potential bug found during M2.9 QA testing. Refer to MDLQA-7933

Steps to replicate:

1. In Site administration > Plugins > Licences > Manage licenses, the default licence is set to 'All rights reserved'
2. Login as an existing user
3. Navigate to Navigation > Dashboard > Manage my private files
4. Click 'Add' and verify that the file picker is launched
5. Select 'Upload a file' and select a file
6. Check that the default licence type is 'All rights reserved'
7. In Site administration > Plugins > Licences > Manage licenses, change default licence is set to 'Creative Commons'
8. Login as user used in steps 2-6
9. Navigate to Navigation > Dashboard > Manage my private files
10. Click 'Add' and verify that the file picker is launched
11. Select 'Upload a file' and select a file
12. Observe that the default licence type persists as original default: 'All rights reserved'
