1. hub.moodle.org link should be changed to moodle.net (MDLSITE-3714).
2. Text should state that mailing list subscription is optional (as reported by poltawski in MDLSITE-3399).

Further language string changes will most likely be required as part of MDL-48894, thus this issue is for commenting and agreeing on the changes.
