Event monitor: Add help icon on subscriptions manage page

      1. Visit a course.
      2. Visit 'Course administration' > 'Reports' > 'Event monitor' > 'Manage rules'.
      3. Add a few different rules.
      4. Visit 'Course administration' > 'Reports' > 'Event monitor' > 'Manage subscriptions'.
      5. Subscribe to the rules.
      6. Click on the help icons next to the rules and subscriptions and ensure they make sense.
      7. Disable JS.
      8. Click on these help icons and check that you are taken to another page with the help message displayed.

      On subscriptions manage page, there should be a help icon which provide further details on each rule. This should be present in both the tables. This can possibly include information such as event name, module name, description, etc. Up to the assignee to decide the best amount of info.

      Since our help icon infrastructure only supports static content at this point, this might involve writing some yui code to generate custom panels for displaying the help content.
