Make sure you have following type of rules already defined:- Site level rule involving a module Site level rule involving a course or category event Course level rule involving Modules Try subscribing to all the rules in all possible combinations, i.e from course, site. And different modes when applicable like "All events", "All modules", "Specific module" etc Make sure subscriptions are created when expected. Try deleting the subscriptions and make sure they get deleted properly
