When choosing a start/end date in the self enrolment configuration it is not clear at what point of time the enrolment can be done.

Teachers expectations are often unfulfilled.

It would be more convenient if there could choosen a time as well.
I'll provide a patch for this to fix, but it's just changing the "date selector" to "date time selector".
Since both are converted into a time stamp the functionality won't be touched.
