Not (practically) possible to grant extension to assignments if blind marking is enabled

      Testing Instructions

      1. Create a role that has the capability "mod/assign:viewblinddetails" to Allow.
      2. Switch to / be in "editingteacher" role.
      3. Create a new assignment ensure blind marking is set to "no".
      4. View the assignment submissions and check that you see the First name/surname column.
      5. Switch to the role created in (1) and ensure that you see the First name/surname column.
      6. Return to editingteacher role.
      7. Create a new assignment, ensure that blind marking is set to "yes".
      8. View the assignment submissions and check that you see the participant numbers instead of fullnames.
      9. Switch to the role created in (1) and ensure that you see the First name/surname column and the "Identifier" column.

      Whilst the grant extension feature works with blind marking (in that you can grant an extension to "Participant X") to all intents and purposes it doesn't work as there is no way for a member of staff to actually identify a student to grant the extension to.

      We would not want to "trust" the student in saying they are a given participant without being able to actively confirm this.

      There are a few other processes that are affected by this (e.g. MDL-37772: you need to identify the student to make a reasonable adjustment).

      It would be good if there was a way that a capability could be used to define staff members that are not blinded. This should probably be mutually-exclusive to the ability to grade a student.
