Testing Instructions:
1. BEFORE UPGRADE: Check the content of mdl_events_handlers
2. AFTER UPGRADE: Make sure that the only remaining entries are defined in the component events.php file

After switching handlers to observers, the mdl_events_handlers table should not contain the old event handlers.

It seems that the upgrade logic only adds new handlers, but does not remove obsolete ones.
