Forum discussion page needs aria and role attributes to make navigation easier

      1. Create/access the forum activity
      2. Select/create a discussion for the forum
      3. Create few posts
      4. Enable chromevox (or any screenreader)
      5. Enable sticky mode and navigate through all post with the down arrow key.
        => all post region should announced with title + user fullname.

      In the forum discussion listing page, there are simple improvements to accessibility that can be made by identifying each post as a region and labeling it with the author name and date it was made. The changes don't make any structural or visual changes to the page.
