File upload submission file size

      In Moodle 2.5 file upload size for submission file upload settings overwrites settings for course file upload.
      Even if the course file upload size is very high, the max file upload for assignments is limited to the size that is set in assignment submision file upload setting under website administartion.

      Behaviour in 2.4 and 2.5 are different https://tracker.moodle.org/browse/MDL-38725
