Enable CSS optimiser setting should cause caches to be purged when changed

      1. Log in as an admin
      2. Browse to Site Administration > Development > Experimental > Experimental settings
      3. Run the following command within your dataroot directory in terminal. `find ./cache/theme/ -type f -ls` and observe the last modified time of the files.
      4. Change enablecssoptimiser and save changes.
      5. Run the command again and check the last modified time has changed.
      6. Change enablecssoptimiser back
      7. Make sure the last modified time has again changed.

      As Petr pointed out and Dan confirmed in MDL-33597 the enable css optimiser setting requires caches to be purged.
      This should be a relatively simple change and Petr pointed to the filter settings as an examples (thanks Petr )
