Testing Instructions:
1. Log in as admin
2. Browse to Settings > Site administration > Development > Experimental > Experimental settings
3. Check you see the enablecssoptimiser setting.

The CSS optimiser I think should really be an experimental setting rather than an advanced setting.
It still needs more testing before we can really be confident about it.
