In settings block is on top level a link 'question bank'. Clicking on this opens .../questions/edit.php?courseid=XX.
Only the symbol at the begining of the line open the other subtopics ofthis menu point. The first sub item 'question'links to the same page as 'question bank'.
This behaviour is confusing, because in the same block the 'user' link shows a different behaviour and opens the sub menu items list.

Generally there shouldn't be two items linking to the same page.

Suggestion:
Change behaviour of 'question bank' item that it opens the sub menu items only.
