Forum attachments not available to students in visible group mode

      Create multiple groups. Create a forum with visible groups. Have a student post an attachment in the forum. Try to download the assignment with a student from another group. The attachment should be available, but instead the student receives an error message. If the student is assigned to the group that posted the attachement, then the download is available.

The attachment should be available, but instead the student receives an error message. If the student is assigned to the group that posted the attachement, then the download is available.

      If students are assigned groups and attach a file in a forum with visible groups, only those within the students' assigned group can open the attachment. The student receives this error, "Sorry, the requested file could not be found." If the forum is set to visible groups, all posts and attachments should be available to all other students regardless of group assignment. This problem was not an issue in 1.9.
