Add event which is triggered when the due date of an assignment has passed

      For the Ephorus anti-plagiarism plugin, there have been several feature requests which can only be done if a new event is being triggered in Moodle when the due date of an assignment has passed.

      My idea would be to include this in mod/assignment/lib.php's assignment_cron function.
