Currently events are raised in mod_assign when the user submits files etc.

It would be nice if events were raised when an assignment:

• started
• due date elapses
• cut off date elapses (if different to due date).

This would allow other modules (e.g. local plugins) hook into this and perform additional tasks, such as send reminders or invoke web services on other systems.
