Overall Moodle standard (course editing, question category editing etc...): link with object name points to the viewing of the object, edit icon after it - to editing object. That agreement holds as long as I know Moodle at least.

New quiz editing interface: link with question name points to the editing object, not viewing it. Edit icon points there too...

This is quite an inconsistence, and no plans to fix the rest of Moodle are known.
