Tooltips for truncated question names and contents

An easy implementation is to count on the browser's native tooltip using the HTML title attribute (Starting from version 3 Firefox shows long tooltips, before that they are oneliners). Even when implemented as a better laid out tooltip, it should probably fall back to the title attribute using progressive enhancement.
