Add self-allocation option for Programs. This feature requires the Learning Catalogue to be implemented. Depending on the scope, it could even be part of the same project.

User stories:

• As a user, I want to be able to join a program which allows self-allocation
• As an admin, I want to be able to configure Program's access so that a user has to apply to have access to that program, optionally needing approval from their manager
