Add support for Programs to the Learning Catalogue. This feature requires (will be implemented along with) self-allocation for programs (IDEA-169), so users can allocate themselves to programs as they can do with courses (that includes being able to buy courses)

Adding Programs to the Catalogue requires supporting them in all Catalogue's features (i.e. self-allocation, search and discovery, featuring etc)
User stories:

• As a learner, I want to be able to discover programs using the catalogue.
• As a learner, I want to be able to search for programs in the catalogue.
• As a learner, I want to be able to join a program which allows self-allocation.
• As an admin, I want to be able to configure Program's access so that a user has to apply to have access to that program, optionally needing approval from their manager
• As an admin, I want to be able to configure paid allocation to programs.
