Evaluate ignoring revision if we have timemodified to avoid showing files as outdated when it shouldn't

      Tes on any device of your choice:

      1. Enter a folder activity with at least 2 files.
      2. Prefetch it
      3. Check fils has the green icon indicating they are downloaded.
      4. As a teacher in web:
        1. Download one of the files.
        2. Edit folder.
        3. Delete it and upload it again.
        4. Add a 3rd file to the folder
        5. Save changes.
      5. Pull to refresh in the app
      6. Check the new file (on step 4.4) is not downloaded (cloud with arrow pointing down)
      7. Check the renew file (on step 4.3) is downloaded but outdated (cloud with round arrow)
      8. Check the other file  (original from step 1) is still downloaded (green icon)

      This affects more than one activity, e.g. page and folder. If you edit a folder and add/delete 1 file, the revision of all files is increased so the app marks them as outdated even if the files weren't modified. In this case we know the timemodified of the files, if the timemodified hasn't changed we should probably ignore the revision.
