Unpacking an H5P package in is a costly operation, specially for slow devices. E.g. if I download 3 packages at the same time in the old iPad it usually freezes the app. Also, 2 packages can have some shared libs to install so we might be doing the same operation twice.

IMO it would be great to have a "queue" of packages to unpack so only 1 of them is unpacked at the same time.
