Last time we decided to keep the notification it's because Martin thought we would have time to integrate the notification system. But as it's not going to be released we should hide it as it's only going to upset the user. A user could be investigating an hour of her/his time to find out the feature doesn't work.

Hide it with CSS or comment it. The quickest/cleanest way you think of will be the best.

On tablet, for the first panel page, display a nice centered:
"Welcome on the Moodle mobile app.". You can change the text if you want, it just have looks good (a bit of padding from the orange bar).
I'm pretty sure we'll tweak this introduction screen later or we'll remove it when the notifications will be implemented.
