In Moodle Desktop, other cursor shapes are expected.

      In Moodle Desktop, contrary to the App, there are cursors (on mobile phones there aren't).

      Now, what people would expect would be the hand with the index finger over items which can be clicked.

      The usage is inconsistent and does not use the hand with the index finger at all, as seen in the screen grab hereunder. Those are activities in a course which can be clicked.
