Test only on one device of your choice. In web, login in a 3.6 site as admin. Make sure the site doesn't have a site policy. install a plugin that is adapted to the mobile app (e.g. group choice ).  In the app, login with a user in that site. In web as admin, go to  Site administration > Users > Privacy and policies > Policy settings and add a Site Policy. Back in the app, perform a PTR in the dashboard. Check that you are redirected to a page where you can accept the site policy and the app isn't restarted. Check that you see the "Site policy not accepted" error once.
