I found the dev page for Moodle Mobile design https://docs.moodle.org/dev/Moodle_Mobile_Themes

I copied the demo css file into my Moodle platform. https://gist.githubusercontent.com/crazyserver/ed49913ac40e606c8ce29696b1b3669f/raw/9ad3549140a77f01c86267c42b85e4fb2505577e/moodlemobileapp.css

Then I set up the setting "mobilecssurl" to the correct url. With the app on my Android tablet I get the correct colours and icons but not with the app on my iPad or my iPhone.
