Improve error messages when offline

      1. Check that the app shows a "network error" message when you try to do the following actions in offline:
        • Add a new site.
        • Enter credentials for a site.
        • Create a new account (signup).
        • Get a new captcha in the signup page.
        • Prefetch an activity or resource.
        • View private or site files (in the "Files" addon of the side menu).
        • Click the "+" button in the top right corner of private files (in this case the error message is different, but it should show the same icon in the error modal).

      If the user is offline and tries to do actions in the app we should display an offline (not connected) error message if the request fails instead of the message returned by the system or our exception messages.

      Maybe we should also display a popover or a message like (You are offline) like Telegram does
