Option "all participants" not show in forum

      1. In web, login as admin in a Moodle with master branch and MDL-57962 applied (prototype 3.3).
      2. Create a course with groups. Enrol at least 1 student and 1 teacher, and add the student to one of the groups.
      3. Create a forum with groups (separate or visible, as you wish).
      4. In the app, login as the student and check that you can only create new discussions for the groups you belong. Check you cannot select "All Participants" as the group.
      5. Now login as teacher and check that you can create new discussions for "All Participants". Check that you see the new discussions if you login as student.
      6. Now repeat steps 1-3 in a Moodle 3.2 or Moodle 3.2.1. Check that you don't see the "All Participants" option as a teacher in the app.

      The following tests aren't directly related to this issue, but their code was affected so it's recommended to test them.

      1. Check that book works in the app in Moodle 2.9+, but it doesn't in Moodle 2.8 or older.
      2. Check that you can upload private files in Moodle 3.1.1+ or 3.0-, but not in 3.1.0.
      3. Check that you cannot edit an online submission in an assignment in Moodle 3.1.0 without local_mobile. Check that you can do it in Moodle 3.1.1+.
      4. Check that you see the option to add attachments to a forum post/discussion in Moodle 3.1+, but not in older versions.
