Avoid https check when using a config.json forced siteurl in a custom app

      1. Edit config.json and add the URL of a site that allows both https and http. Please use http:// in the URL.
      2. Go to add a new site and check that http is used.
      3. Now remove the protocol of the URL.
      4. Go to add a new site and check that https is used.
