Support attachments in the forum

      1. In Moodle web, create a forum that allows only 3 attachments.
      2. In the app, login with a user that can post and create discussions in that forum.
      3. Check that you can create a new discussion in online with or without attachments.
      4. Check that you can create a new discussion in offline with or without attachments. Check that you can edit the offline discussion and its attachments. Check that you can synchronize it later.
      5. Check that you cannot add more than 3 attachments (or the number you configured in step 1)
      6. Check that trying to leave the "New discussion" view with unsaved changes warns you.
      7. Check that you can add a reply in online with or without attachments.
      8. Check that you can add a reply in offline with or without attachments. Check that you can edit the offline reply and its attachments. Check that you can synchronize it later.
      9. Check that trying to leave the discussion with unsaved changes warns you.

      Once we have the attachment directive we should include it in forums too.
      Forums web services support file attachments since Moodle 3.1
