Force ordering by site order in the Participants view

      • Connect to the site and check that the participants are ordered by lastname, firstname, id (default site ordering)

      Note that it may look strange in the app, users are ordered by lastname but listed displaying first the firstname
      I'm going to request to backport this to 2.9 and 3.0

      Once MDL-51925 is integrated, the Web Service get_enrolled_users will support ordering.
      Since this is completely backwards compatible, we should force now ordering by siteorder ASC so people using 3.1 will benefit of this change.
