It happened to me, I was running tests on a device and for some reason I could not connect to the site. After debugging for a while I realised that my device did not connect to the WiFi automatically.

This creates a pretty poor user experience to say "Check that the site is using Moodle 2.4 [...]". We should probably display a nice message when network connectivity is not available at the time when a user tries to add a new site.

Maybe in other scenarios as well.
