After the upgrade our customers on Moodle Cloud (and probably elsewhere) are having problems with finding their question banks due to the move (and cron having to run).

Looking at the release notes on our forum pages, new features page and docs on question bank - it doesn't really explain this change, just that there is a new feature and enhancement to be able to share question banks.

This ticket is to request improvements to the documentation as part of the improvements we would like to make to the overall documentation and release notes process.

There no longer exists question banks at the Course category or System levels.  All question banks are (from a technical perspective) a special type of activity in the back end and as such can't exist at those levels.  To enable a migration each of those banks were migrated to a question bank in a newly created course.  The core issues is neither the release notes or the documentation explains this.
 
What we really need is a page in the Moodle Docs that explains on upgrade, 

• What things looked like before and after the migration, and where to find the equivalent functionality.
• what happens with Course Category and System level banks.
• how these "shared" banks can be managed moving forward.
• what versions this affects.
• This page really only needs to exist for the 5.X series of Moodle Docs. It needs to be a separate doc for that reason, and we should link it to the release notes, upgrade notes and existing docs pages for question banks.
