As reported by daviesdale at https://lang.moodle.org/mod/forum/discuss.php?d=9642 there is a problem that some plugins (such as https://moodle.org/plugins/tool_registrationrules) do not have their associated subplugins registered with AMOS.
This was seconded by bluetom with their lifecycle admin tool.
I was able to confirm the problem.
