Are these sections required on moodle.org and landing pages?
They allow you to skip over the top part of the page, but I'm not sure why we'd want this here.
It seems to confuse the heading structure of the page.

The skip to main content link takes me to the footer, which is just confusing. I assume it's because we are using blocks for the main content areas and originally these were intended as side blocks, not for the main content, as they are used now.
These issues occur on other landing pages too.
