Prevent moodle.org users from starting a blog until they are enrolled in at least one course

      As usual http://moodle.org/blog/index.php contains several spammy posts from users who, according to their activity reports, simply create an account on moodle.org and then make blog posts.

      Preventing users from starting a blog until they are enrolled in at least one course would stop this type of spamming.
