https://moodledev.io/docs/4.5 is broken and redirects to https://moodledev.io/docs/4.4/4.5 where there is a page not found error

The true https://moodledev.io/docs/4.5 can currently be found at:

https://moodledev.io/docs/5.0/

So its hard to find the upgrade dev notes. I think the broken link needs to be fixed
