We need to move away from using Telegram for chats and use Matrix instead.

Tasks:

1. Create a public Plugins guardians Matrix room in the Moodle Community space.
2. Post in the Plugins guardians Telegram chat about the Matrix room and encourage everyone to use it from now on.
