If an admin moves their site to another server, or rebuilds their site, to be able to register their site, they must contact Moodle HQ to ask for their existing registration to be deleted.

These requests are time-consuming for the site admin and for us in HQ (usually Mary). We receive such a request almost every day. 😟

A welcome improvement would be to enable admins to register their site without having to ask for an existing registration to be deleted.
