Noticed by me while working on MDLSITE-7692.

After logging in as admin, there are several notifications about failed "Unused H5P files cleanup" tasks:

I have tried to run it on the QA primary site CLI, first it was saying that  but it says that "Moodle upgrade pending, cannot manage tasks.":

php app/admin/cli/scheduled_task.php --execute=\core\task\h5p_clean_orphaned_records_task

Moodle upgrade pending, cannot manage tasks.

But after going to Site administration > Notifications there's no pending upgrade
