Clarify "commercial plugin" rule

      The text at https://moodledev.io/general/community/plugincontribution/checklist#subscription-needed about paid-for plugins is not as clear as it could be.

      Current statement: "If the plugin requires a third-party subscription based service, make sure the description states it very clearly."

      Could we make it clearer? For example: "If the plugin requires a third-party subscription based service, the description must state it very clearly and in a prominent way. Such statement must be placed at the very end of the description."

      I suggest the last sentence as there was a historic concern that this is used as promotion.
