Collect all the docs for each major release into one readable document

      Something that would be great for AI applications (such as this GPT https://chat.openai.com/g/g-Eywj9D7ZZ-moodle-expert), as well as general training for partners and Moodle users, would be to have a single pdf for each major LMS release that collects all the Moodle docs together for new features (as well as announcement info from moodle.org).

      Perhaps we can make this a part of the standard process?
