After MDL-74610, there are several hardcoded strings.

Steps to reproduce:

1. Install another language pack (for example PT-PT Portugal)
2. Make sure you have updated all language packs
3. Change language to PT-PT
4. As a teacher, in a course, create a quiz.
5. Have some questions.
6. Enable &strings=1 in URL of the page
7. Verify that "Grade items setup" from dropdown in "Questions" tab is hardcoded to english
8. Select "Grade items setup"
9. Verify that some strings are hardcoded.

Updated to add: On investigation, it seems that the strings are not hardcoded. The problem is that they are not available in AMOS.
