Define categories in activity plugins

      In the context of MDL-80580, to encourage plugin developers to define categories in the activity plugins, we could:

      • check if the category definition can be added to the Moodle plugin skeleton generator for activity plugins;
      • add to the Plugin contribution checklist how to define an activity category and encourage developers to do it on plugin reviews.
