One hour limit for creating issues contradicts the CREATE ANOTHER button on bottom of page when creating an issue.

      When creating an issue there is a button at bottom to CREATE ANOTHER issue.

      This button is useless because you are then prevented from creating another issue within the same hour.

      The error appears:

      > Dear Moodler, there is a one hour minimum limit between reporting issues. Please use this time to search for existing issues, you may actually find that the problem you have found has already been reported.

      This option should be removed from the issue creation screen because it is wasting people's time.

      WORKAROUND:

      Create a moodle-issues.md file on your desktop and queue issues that you will post into there. For example,

      I identified this issue three days ago and am only posting one issue per day from the queue. Other new contributors that don't know this or are less dedicated would be discouraged from filing issues.
