Recently, we have had a few quiz bugs reported in French, which had not happened much before.

This might just be co-incidence, but in this comment, there is something that might be related.

I am wondering if a recent Jira upgrade has changed a behaviour. E.g. does not now pick up the UI language from the browser, if the user does not have it set in their profile.

Anyway, the question is: can we do anything to reduce the number of foreign-language tracker issues we get? E.g. can we customise the UI text in Jira to include something like "Moodle bug reports MUST BE IN ENGLISH. To discuss problems in other languages, please use the forums on moodle.org."
