Give new users an authority to mention other users joined in issues

      I'm an author of MDL-77274, but I have no authority to mention other users.
      Due to this, I can't send notifications to other users and the schedule gets delayed day by day. I have to get the fix in time for the 4.1 EoL.
      I don't know where this issue should be posted.
      In the first place why on earth I don't have the authority while all of the others I have met have???????
