Add badges statistics info to Moodle site - attempt 2

      This ticket is a call for an improvement that was never actioned. It was opened 5 years ago. The tracker ticket was closed due to inaction. I am not sure why as should be see as an obvious improvement if Moodle is serious about championing badges. From https://tracker.moodle.org/browse/MDLSITE-3165 ...
       

      Recently, I got an email from Sunny Lee from Mozilla Open Badges project requesting some information on badges usage in Moodle and realised that this info is not available on moodle.org at all.
      		 
      They are interested in how many web sites are using badges and how many badges are issued to users since the feature was added to Moodle. I know that I have added some code to gather stats for badges, but couldn't find any related information on https://moodle.org/stats.
      		 
      Would be great if this information was available to everyone on statistics page. I think the most useful would be:
      		 
      1. Total number of badges across all registered sites
      		 
      2. Total number of issued badges across all registered sites
      		 
      3. Total number of sites using badges (defined as at least one badge issued)
