[Policy] Allow either snake casing or camel casing for variable names

      The current style guide is for variables to be all lowercase with no spaces. 

      This hurts my reading comprehension and I think it also promotes using vague names.

      My vote would be for snake casing. MySQL column names are case insensitive, so if you want to have separators in your column and table names, you have to snake case and I think it is useful to be able to have variables that match the names of columns and tables in my php.
