There are issues with performance when querying users in moodle.org, and it's stopping the Community Engagement Lead to run regular reports, and any admin use has issues with load time when querying user tables.

As a Moodle site administrator, I need to be able to run report and query user tables, to help improve Moodle.org engagement and to create a site resilient when we, in time, add functions with regards to gamification etc.
